The U.S. Navy may deny the ability of it's HAARP site to be able to modify weather, but the originator of the invention, Nikola Tesla thought otherwise... Arco Technologies believed that the project would be valuable enough for the U.S. Government to purchase it for weapons experimentation (weather control is one type of weapon capable with HAARP) and the Europeans also believe in the weather modification capability of HAARP type transmitters.
