Those "flashes of light" are "broadband Cerenkov radiation", and indicative of Zero-Point Energy emissions in a, or from a, coordinated/coherent or "polarized vacuum" ..see H. E. Puthoff's paper(s):

Tesla had a water-powered car, but he also had a control rod that was used to control the energy that system used. When he pulled that rod out ..the vehicle would slow down and stop...when he pushed it in deeper it would run at its fastest speed.

Apparently he knew how to make the "goop" for that rod ..and probably understood something about "exotic matter processes" that would allow simple radioactive materials to modify some cold fusion reactions...alter the "standard fusion burning paths" ..toward exotic charge production. Nuclear reactions can produce all kinds of by-products ..including heavier than normal electrons, protons and related* emissions from nuclei...WIMPs and exotic hydrogen (hydronium)...massive alphas. John Hutchison's "coherent equipment" would get forks and spoons dancing...almost like they were floating in air...pieces of wood and plastic as well. Exotic matter not only has heavy mass...its masses can become negative or even 'complex gravitic' (i.e. "exiting this reality" ..making "space-time bubbles").

Such energy engines may have dangers we don't know about. Tesla never patented that car (or the examiners never had enough info to approve that patent...seized by the US Government as "classified along with his other papers")..at any rate, the "nuke people" and the petroleum people right after WWII didn't want Mr. Tesla's stuff out there and didn't want Russian involvement in a technology "they never really understood".

Now the Secret Space Program people have those technologies..in advanced forms ..and with alien technology added (or complemented to it...perhaps even "properly working Tesla Tech" that Tesla never worked on)...on reason IF the so-called NESARA actions take place those technologies (and related alien societies) will show up and demonstrate 50 years of progress in advanced Energy.

Just keep an open mind when someone mentions "water cars" and Donald Trump in the same breath. They may be "'internet conspiracy addicts'" ..or they may "know something".
