Sorry it took so long to get this up. We had a denial of service attack Saturday and Sunday. Admin pages seemed awfully bad and slow. Hobie posted about it.

Sounds like great advice to me. You must do your administrative due process before you take any action but small claims would be a great place to start even with the IRS. Proof of claim. I have no contract with you, send it three times. I have been fighting my hoa for three years now and paid them nothing. They come after me hard once or twice a year and I return the aggressiveness; then they drop everything. I know I do not have a contract to cut my grass if so PROVE it and I will pay a fine or even my monthly fee. If you pay anything you re-contract. What he should have done if he paid something is invoked full satisfaction of claim and push that angle. Good luck!
