This could be related to the plans for arresting cabal criminals - people could be made to evacuate so they are not in the midst of any conflict that could occur if military operations to arrest criminal traitors are carried out. The recent posts of the Cue folks are about going into battle (RED) and operations may be targeting certain areas soon.
