Major Principle: In all political, legal, commercial relations between the People and government offices, officers, employees or franchisees thereto there are only 2 positions

The following quote from the United States Supreme Court is the conclusive Order from the nations highest court to each and every government actor which settles for all time who is Master and

who is servant! This Order has never been challenged simply because it restates the fundamental law of our Declaration of Independence, original State Constitutions and all later engaged

State Constitutions, Articles of Confederation, 1783 Treaty of Peace recognizing and ratifying forever the People's Sovereignty,and Constitution for the United States of America under Article 6 sec. 1.

When we consider the nature and the theory of our institutions of government, the principles upon which they are supposed

to rest, and review the history of their development, we are constrained to conclude that they do not mean to leave room for the play and action of purely personal and arbitrary power. Sovereignty itself is, of course, not subject to law, for it is the author and source of law; but, in our system, while sovereign powers are delegated to the agencies of government, sovereignty itself remains with the people, by whom and for whom all government exists and acts. And the law is the definition and limitation of power. It is, indeed, quite true that there must always be lodged somewhere, and in some person or body, the authority of final decision, and in many cases of mere administration, the responsibility is purely political, no appeal lying except to the ultimate tribunal of the public judgment, exercised either in the pressure of opinion or by means of the suffrage. But the fundamental rights to life, liberty, and the pursuit of happiness, considered as individual possessions, are secured by those maxims of constitutional law which are the monuments showing the victorious progress of the race in securing to men the blessings of civilization under the reign of just and equal laws, so that, in the famous language of the Massachusetts Bill of Rights, the government of the commonwealth "may be a government of laws, and not of men." Positions and Obligations

This Monograph is duly presented fair notice to every government officer, employee, actor or franchise thereto, known country wide as due process, notice and opportunity to respond in order that justice is done.

Failure to respond upon demand to any government actor by showing proof documented in public record that the Major Premis, Minor Premis or Conclusion are

invalid under the fundamental laws of this Nation and this a State results in only two effects;

1. Complete acceptance of the Major Premis, Minor Premis and Conclusion;

2. Admission that documented acts or omissions out side the fundamental grants of authority empowering governments of any nature or kind to exist, operate or function are the highest Tort.

The high crime of TORT by any government actor always results in SLAVERY because the actor is always subjecting the affected Citizens to Powers

that do not lawfully exist. This is an act of ownership. The single phrase that settles this matter conclusively is " Consent of the governed ".

SLAVERY in fact and deed results each and every time any government actor holds any citizen to any omission of mandatory duty without fully informed consent to such omission and full complete

exposure of all authorities from the beginning exposing competent authority to deny any American benefit of the Constitutions, properly enacted Statutes regulating all those subject under government license.

NO AMERICAN EVER CONSENTED TO HAVING GOVERNMENT REGULATE THEIR INDIVIDUAL ACTIONS, BODY OR MIND NOR TRESPASS UPON INDIVIDUAL FREE WILL TO CHOOSE TO BE REGULATED.

All governmental powers granted under Constitutions either State or Federal are for administration of authorities granted by the People and nothing more!

Reference to legislative sections of State or Federal Constitutions identifies exclusive enumerated SUBJECTS and OBJECTS to be regulated verify the next statement.

THE GOOD PEOPLE ARE NOT IDENTIFIED AS EITHER SUBJECTS NOR OBJECTS OF GOVERNMENT POWERS ANYWHERE IN THE STATE CONSTITUTION!

This is simply because the Good People recognized in the Declaration of Independence are the identified contracting parties granting their individual Authority , duly Constituted, to create the positions of servant protecting and defending the Good People's Life, Liberties and Properties resulting in Happiness!

Second Principle: The government servant may never ever argue with the Sovereign with out proving beyond shadow of all doubt the laws, all of them related to the subject matter raised by the

damaged Citizen have been complied with and provably so from full faith and credit government records. Failure to prove conclusive compliance with law is TORT and breach of contract with employer paying for honest government service. The wrongs

against the law and its honest execution are always TORTS often rising to crimes.

NOTE: TORT; tort. n. from French for "wrong," a civil wrong or wrongful act, whether intentional or accidental, from which injury occurs to another. Torts include all negligence cases as well as intentional wrongs which result in harm.

Denial of access to the People's Law by Constitution, inclusive, is a government TORT because the United States and the States are exclusively constructed to provide such access for the protection of the People.

The United States Statute found by reference at 28 USC sec. 2674 admits the Sovereignty of the People and waives the People's Sovereign protection of and for properly operated Public Government. " The United States shall be liable, respecting the

provisions of this title relating to tort claims, in the same manner and to the same extent as a private individual under like circumstances, but shall not be liable for interest prior to judgment or for punitive damages. ".

EVERY STATE HAS A WAIVER OF IMMUNITY FOR TORT CHARGES ADMITTING THE STATE IS HELD TO LIABILITY IN THE SAME MANNER AS ANY CITIZEN.

Major Premis Settling Tort Lability of the United States:

The State of _________ failure to regulate and supervise it's employees allows the employee to commit a TORT upon the People, the damaged parties when the employee failed to follow all the necessary laws, regulations, rules, and operate under personal

integrity standards required for all public trust offices.

This failure results in denying the People access to and protection of the fundamental and derivative laws, regulations and rules controlling all government and licensed entities.

The Treaty of Peace 1783 recognizes the Sovereignty of the Good People from the position of former owner of the Kings subjects memorialized at Article One. This Treaty is binding International Law among nations demanding respect and compliance by

all parties, in particular government agents, subject to its provisions or doing business with the treaty partners. Article 1 of this Treaty exposes this statement is true, complete and correct. King George released ownership of his personal property,

proprieties, ownership in his then subjects.

The American People in general are the Sovereigns to governments and all its operations. We created governments to serve us the Good American People.

The Sovereign position is the master to those exercising Sovereign powers which is merely administering authority granted to the servants by the Sovereign.

The grant of authority from the Sovereign is assignment of personal inherent power, a private personal property.

The grant of power is the contract engaged in the name of, under the authority of the Good People between the Good People known as Constitutions creating States as political entities and the derivative creation of the States the Federal United States.

No American from the beginning ever transferred ownership of personal Sovereignty to any government.

Therefore: No servant may ever trespass upon the People with out consent.

Therefore: No servant may ever interpret the will or statement or charge issued by the People with out consent.

Therefore: Servants answer to the Master under the law set out by the Master.

Therefore: Servants actions outside the law of the Bill of Rights, Legislative Acts in strict compliance with Legislative Article in the State of _________, Constitution. Further the Declaration of Rights contained at the beginning of the State Constitution

( Thou Shall Not Clauses ) govern completely all acts by government servants inclusive.

Those public servants failing or refusing to recognize their own obligations to the Law of the People are OUTLAWS.

No servant is ever authorized to question the laws of the Master without good cause and producing the record of compliance with the laws, regulations and rules exposing a conflict in the laws of the Masters.

No servant holds discretion to fail to recognize or ignore the foundation documents; Declaration 1776, Original State Constitutions and all later States Constitutions, Articles of Confederation, legislative acts of Confederated Congress in particular

exercise of Confederated powers to engage the 1783 Treaty of Peace executed under Confederation which are contracts executed between the People. Proof is contained within these documents. 1783 Treaty of Peace is executed in the name of it by the

authority of the The United States of America operating under Confederation prior to the federal Constitution.

No servant is ever authorized to interpret the laws of the Masters in particular the Declarations or Bill of Rights because the Masters law of Constitutions is a contract between the Grantors of all governmental powers. Said interpretation of the

People's contracts is a trespass into those contracts. This applies particularly to judges who's only position is to clarify the law for other servants.

The " good Behavior " standard is breached each and every time any judge fails to act in complete accord with law of the contracts all government officers, employees, agents or assigns serve.

Every judge must prove compliance with the People's laws of Constitution from public record or accept personal responsibility for failing to honor personal oath and public officer contract.

No servant is ever authorized to deny access to the fundamental laws, properly enacted and authorized legislative acts, regulations, rules controlling the States and United States and all of its franchised entities to any Citizen in particular those

contained in the Bill of Rights the " Thou shall Not " absolute limits on governmental acts.

Denial of protection of law, regulation, rule controlling government or its franchises to any Citizen is a TORT and breach of " good Behavior ", breach of contract with the State of ________ and United

All acts by or under claimed powers of government performed by any officer or employee are executed by members of the SERVANTS UNION pursuant to the collective bargaining contract identified as Constitution both State and Federal.

The terms of service are controlled but the " Thou Shall Not " clauses identified as Bill of Rights Federal and Article One State Constitutions. Article 6 sec. 2&3 oath clauses binds all government actors under our National Constitution.

The Offices of Governor and President are Chief Executive Officers for the union operating as Chief Magistrates for supervision and execution of the servants duties and obligations under paid performance employment contract called public or civil

service.

Failure of any duty or obligation or fundamental principle authorizing government acts is a breach of contact upon government as employer and a TORT upon the Citizens.

The fundamental principle for and of all government operating with in The United States Of America beginning 1783 is that the Good People are the author, source and authority of all enumerated powers who each individually and collectively are the

exclusive Beneficiaries, the protected parties, of all government acts.

Franchises of government such as corporations, agencies, or enterprises all operate from privilege to engage with Citizens which are strictly regulated by statute under known license and registration of subjects under tax identifier.

Any engagement with any State Citizen by either government actor or franchised entity where the act circumvents the plain language of the " Thou Shall Not " mandatory performance standards is a TORT.

The breach of contract charge lay with government upon its officers, employees and franchisees who fail in performing properly under terms of license, franchise or office.

No government servant is ever authorized to refuse or fail to supervise and or regulate any entity or its officers or employees having an EIN # and operating under privilege of license to affect or have affect upon the People.

No government servant is ever authorized to ignore, cover up, support any activity by any other government officer, employee, agent, assign or franchise holder of licence privilege which is not in complete provable accord with known fundamental controls

of law.

Acts or omissions that could be perceived as outside the limits contained in Bill of Rights, Constitution legislative limits founding the State of ________ or the United States from the beginning are crimes against the law resulting in TORT upon the

People as Sovereign to all government.

Conclusion

The State of _________ and United States are liable for damages as Invoiced under TORT INVOICE DOCUMENT FOR COLLECTION. The State and United States undertaking in all relations with any one

of the People requires that only competent administrators of limited government powers will be allowed to engage with the People. Failure of that duty places the State and United States in the position of guarantor to agents

acts or omissions. The agents to governmental powers pledge their fidelity to honest government operations making each under voluntary oath surety for their own actions. The Principle that no one is above the law is thus enforceable

which makes the injured Citizen whole and serves the rule of law.

This conclusion also attaches to every operation engaged with the People by licensed regulated entities recognized by governments.

Opportunity to Correct or Admit Civil Rights Felonies.

You, ______________ ,Trespassed out of the limits placed on governments and all public servants knowing your failure to gain the Consent of the Governed was and is a high crime to which there is no defense.

3. The Good People are the sole exclusive Beneficiaries of all governmental powers as proved by preambles and empowerment clauses authorizing contract Constitutions to exist and operate through servants acting for government.
