We can reasonably assume....

1) That IF the thing about the main core project 'rounding up' folks is fact,

then:

'they' have already decided that the 'roundupees' will not fit in to 'their' planned society

and:

if so, then they must be 'rounded up' so as not to interfere with their plans for future society.

If they are to be 'reeducated' however, the 'roundupees' have to be fed and housed

The problem is that that action is not only expensive, but there is no way that 'they' can be assured that such re-education can work if the 'roundupees' are ever returned to society, or employment.

Thus, they must be fed and housed indefinitely, which is a great expense resulting in no positive outcome for 'them'.

OTOH,

A bullet and a bulldozer trench is cheap, effective and permanent, and requires no effort nor ongoing expense at all to maintain, unlike breathing humans.

I do believe this is what Jim Stone was intimating. I agree with him.
