I guess Jim Stone is using his intel instincts to combine what Mr. Montgomery uncovered with the old "Red List/Blue List" meme and the "Main Core" material. I am not saying he's wrong, I'm sure there are some people, or a lot of people, the Deep State would love to round up and kill, but it seems premature to equate this with the 20 million. (Sorry if this starts to sound like a discussion of Holocaust numbers, i.e. "not 6 million but 1 million" etc.)
