How it should be,

First, the people of those confederated states would have needed to have given an informed decision (voted) on any decision a state would have carried to a national level decision making process. Then the confederated states would have "voted" on the decision to charter a corporation, depending on what their respective people collectively decided.

If the decision was made to charter a corporation by the body of confederated states, that corporation could never legally, or justly, been able to grant itself more power than any real authority (the individual people, confederated states) could delegate to it through that charter.

A fish is born in water and cannot live beyond the water. The fish can only operate within the boundary of its primary condition. Its body is designed for living within the water, not land.

A chartered corporation would always have to abide by the primary laws, as being chartered through delegated authority can never exceed an ability the author never had to begin with. The charted corporation would logically only have the power to perform its intended function, no more, no less. An attempt to exercise authority it does not have, for example, over human beings passing through, or living within an area such as DC, would only be legit, if the human beings were interfering with the exercise of those delegated activities. To claim the authority to do as one pleases with the people living or passing through such an area, gives a color-of-law footing, with which to spread similar fraud upon anywhere else they can confuse the issue.

A corporation cannot live beyond the environment that it was born into. Since it was born in the arms of the primary laws of the land, it cannot venture outside of those lands. It is a fictional construct. The creator of that fiction, can never be subjected by that fiction.

We have been dealing with layers of fraud. From a more superficial layer, it looks like they had authority over everything within ten miles square. In reality, that logic doesn't hold true. They could never legitimately perform with any more authority than the creator of that charter. Only a human being interfering with the actions required to perform the corporations chartered functions, would be confronted, or in conflict with those activities.
