Dear Hobie,

This recording was made during the COVID pandemic. Whomever it is speaking on this recording, he remarks on the WHO denying human to human transmission at the outbreak of COVID, he references the USA criticizing China's COVID numbers, which is obviously within the last year and a half. Also, he digresses about the inflation of COVID deaths, how non-COVID deaths are being recorded as COVID deaths, as if this is something he has been hearing about, again clearly recorded during the COVID pandemic.

The document the speaker is reading from is a word-for-word transcript from THI_special_expose_show_part_2 which was published on Youtube July 6, 2020 where they describe the "Rockefeller Lockstep plan from 2010":

So most likely this was recorded after July 6th, 2020.
