Suspicious Deaths - 7 Children & 1 Adult dead with No Foul Play?

Why are police so quick to declare no foul play in cases where the deceased have just been found? It reads like an official protection racket. Even starvation and neglect are 'foul play'.

According to breaking accounts seven children and one adult were found dead in a home which does not appear to have had a fire, etc. and they're quickly calling it no foul play. So how did they die? Well it does matter some to the public. Perhaps a furnace malfunction like a gas leak or carbon monoxide poisoning will be named later.
