Why so many partial-punch throughs?

My precinct is punch card, the same exact blue handle needle punch shown on tv. With the metal guides for the circle you punch, I have been scratching my head for days trying to figure out how it is physically possible to get a partial punch, and it has finally occured to me...

The ONLY way is if you have a stack of cards you are trying to punch at once, then the bottom ones may not punch clean.

Now, if I were resorting to such a tactic then the only way I would not check each card to make certain it was clean is if I was punching thousands, then I would not bother to proof each card.

Add to the failure to proof a time constraint, and I think that points to the probability that these were punched after the poles opened, perhaps the cards in which a person was not selecting any presidential candidate.

Or perhaps they were done before election day, like Janet Reno did in her FLA election. The failure to proof would indicate that a small team did the dirty deed, and they did not include a proof reader because that is just one more person who could rat them out.
