Actually, the country was put into a State of Emergency with the National Economic Emergency of 1933. This was done by using all of those War Powers installed by T. Woodrow Wilson and collected under, I believe, The Trading With The Enemy Act of 1917.

As far as I know, every year or so, the President has issued a declaration to the Congress indicating that the National Economic Emergency has been continued due to .... whatever. In 1994, as I recall, the excuse was the civil war in Bosnia, or more precisely the re-eruption of The War for Greater Serbia (which began in Sarajevo in 1914). The really disgusting thing about that particular Presidential declaration was that it was the excuse used to continue the "right" to issue Presidential Decision Directives, and yet they stood by and watched the Bosnian Muslims get slaughtered, watched while Serbian snipers picked off old women and children carrying water.

" ... if it was ever rescinded, I am not aware of it."

So far as I am aware, with the Depression in progress throughout the 1930's, and the threat of war being replaced by real war in 1939 and '40, and then the cold war erupting not twenty minutes into the post-Hiroshima peace -- there was never a time when the Emergency could be quashed.

But -- by 1995 -- with prosperity rising and the new computer industry rolling out new jobs and new opportunities, William Jefferson "Big Creep" had to find some new hook on which to hang that sorry old hat. Thus, every year since then, there has been increasing talk of Nuclear, Biological, and Chemical Weapons being a danger to us. This in contravention to the fact that we have deliberately allowed our nuclear weapons secrets to be stolen, that we have sold materials to Iraq which allow chemical weapons and biological weapons to be constructed, and despite the fact that our federal authorities have experimented with those weapons on our own troops or people in the 1950s and '60s!

The latest non-acknowledged "scare" is the West Nile Virus around here in Connecticut and in New York. No one ever heard of it before last year at this time -- but it seems to be well-known to the Sudanese (remember, we blew up their aspirin factory).

Thus, even though we are at the pinnacle of our prosperity in the age of the Internet, and jobs are plentiful, and restaurants are packed to the rafters with diners ...... we are still in a State of Emergency. English no longer has any words whose meanings have not been corrupted beyond all recognition by the law firm of Clinton, Clinton & Gore.
