legal definition of state is people. Without people there can be no state.
That gives true meaning to we the people. The word people is like the word fish. one fish two fish, one people two people.
It takes one people to create a state.
whether that's physical, as in "real estate". (that's where birth certificates are recorded in the county", or state of life, state of being, state of mind, state of conscience.
