Paul Bond's point is that we live under the sovereignty of God, who created our planet and set in motion everything in nature. One of the universal laws, as well as we can make out, is that most everything proceeds by a slow evolutionary process; with the exception of sudden transformations bestowed by great revelations or planetary events. For the most part (as you can see just by observing the changes you've undertaken over the course of your own life) change requires time and myriad experience.Sudden change (such as revolt) does not often result in something better for long. That is because betterment is contingent upon character development, which takes time; as well as wisdom, which is
contingent upon the long view.

Anarchy at this point would likely result in atrocity and tyranny, due to the immaturity of the human race. (Most specifically, the immaturity of those who do not recognize that true leaders are servants.)

As for government, its purpose should not be to serve "leaders," or Itself (as bureaucracy), but an informed people, who ideally are themselves involved in its formation and oversight.

There are no easy answers — but I think we can agree that the more we commit ourselves to virtues and self-mastery, the better. Ultimately, there will come a time when the majority of people on this planet recognize that the kingdom of God is within and very much at hand — and will match their deeds to this divine trust.
