I recently had the occasion to visit someone in the critical care unit of a major hospital. I was shocked! A good 70% of the Doctors were foreign born. The head doctor was Chinese, then several middle eastern doctors and the ER room had several African docs. It felt like I was on the 'It's a small world' ride at Disneyland. I'm not sure if I would feel comfortable with a Doctor who barely speaks English.

Documents reviewed by Campus Reform found the university (and University Medical Center) submitted more than 200 H-1B applications in 2025, with approved salaries ranging from roughly $40,000 to more than $200,000.

The university’s actions reflect a larger trend of colleges outsourcing jobs to 'cheaper' foreign workers.

The University of Utah more than doubled its H-1B visa filings over the past two years, submitting 203 Labor Condition Applications (LCAs) in 2025 compared with 78 filings in 2023, according to federal records reviewed by Campus Reform.

An approved Labor Condition Application is required before an employer can sponsor a foreign worker for an H-1B visa.

University spokeswoman Rebecca Walsh defended the institution’s use of the H-1B program, saying many of the positions support research, education, and health care.

”The University of Utah relies on H-1B workers to perform critical roles teaching, researching, and providing patient care, both on campus and throughout University of Utah Health,” Walsh told Campus Reform.

Walsh added that the university “serves as the training ground for scientists and the majority of Utah’s physicians, nurses, and other health care professionals.”

She also noted that universities are among the nation’s largest H-1B employers because many sponsored positions involve academic research, specialized instruction, and medical care.

The University of Utah is not alone in its hiring practices.

Campus Reform has identified similar hiring patterns at other universities. Earlier reporting found the University of Pennsylvania submitted numerous H-1B applications across multiple academic positions, while the University of Pittsburgh recruited H-1B workers for entry-level data science and computing jobs as recent STEM graduates continued facing a difficult employment market.

The increase in H-1B filings comes as universities continue relying on foreign workers to fill specialized research and medical positions while questions persist over employment opportunities available to recent American graduates in similar fields.
