Recruiters bribed Medicaid recipients with $500 monthly payments to enroll, even if they never showed up or lived abroad, while fake attendance sheets and overseas billing staff generated claims for nonexistent services. Proceeds were laundered through shell companies disguised as gifts or dividends. The case exposes gaps in New York's high-cost Medicaid system, where adult day cares receive $400 million yearly, often diverting funds from vulnerable seniors.
