In comparison 12.5 billion is meaningless, other than to buy a wee bit of time, just like when your credit card debt is snowballing. Unlike the US Government credit card companies won't give a normal human, like us "a raise to our debt ceiling"...

This is just a guess on my part...

I myself, would much rather live Mad Max, than Complete and Total Control by a Chinese Run Social Credit Score System.
