Why must you ABSOLUTELY NOT accept?

Simply put, it's been partly developed in insecure environments in Romania (one of the world's cybercrime hotspots) and has already been hacked into by the government's own Red Team, who are the security specialists (a penetration test team) tasked with ensuring that systems are unhackable.

That was in 2022. It was reported to the Cabinet, with the immediate result that they disciplined the person reporting it and ignored the report. (Sound familiar?)

PS Part of my background involved working with the MoD on a top-secret security contract developing defence software. You would hardly believe the level of investigation that went on for many months before my top-secret clearance was granted, and that was before I was allowed inside the door. Once inside, NO personal items were allowed in any room; passwords were required to enter certain other rooms; all computers, phones, and networks were air-gapped; and everything was locked away when finished with. You couldn't even see in the windows from outside, and the remote detection of conversations through the glass windows was also prevented. That was 20 years ago. There is NO excuse for insecurity in development environments.
