I believe that when making any sort of disaster preparedness plan, that plan should cover at least two contingencies for any given sort of disaster. It should cover the most likely scenario for a given disaster and it should cover the worst case scenario for that disaster. A person or group prepared for only the most likely scenario is likely to be relatively unprepared for a worst case situation (they are also unlikely to face one, which is good). A person or group prepared only for the worst case scenario would arguably need to recognize that since the situation was less extreme than that for which they had prepared, they would need to “dial down” their response(s) to it. A pretty good case can be made, I believe, that a person who prepares only for a worst case scenario is a candidate for a Reynolds Wrap chapeau.

With all the above notwithstanding, I’m going to limit myself to a worst case scenario, since in terms of my options I would rather “dial down” from there than to “dial up” from a less disastrous event (in terms of what I would rather face, I’ll take the less disastrous event, thank you).

Let’s do some scene setting, first.

The worst case scenarios I’ve ever seen call for a mortality rate of 90% from an EMP. Ignoring the profound unlikelihood of such a thing (and the associated horrors that would be present if it was a man made event), let’s go with that. Bear in mind, these worst case scenarios call for those many deaths over about a year.
