One of the reasons that most people don’t understand conspiracies is that they think that everyone involved understands that they are part of a conspiracy, and what the objectives of the conspiracy are. That is not how it works. Due to compartmentalization and a hierarchal structure, most of the people supporting the goals of the conspiracy don’t even know that they are part of a conspiracy. Of course, technically they are not conspirators if they don’t know that it is a conspiracy, but they are still (unknowingly) supporting the conspirators. And of those who do know that they are part of a conspiracy, most of them don’t know the entirety of the conspiracy, or even any part of what the conspiracy objective is, or they might think the objective is something entirely different than what the actual objective is.

Also, many of the conspirators are only brought in late in the game, when it is less likely that they could (intentionally or unintentionally) thwart the success of the conspiracy. It is generally only a handful of people at the top of the hierarchy who know the whole plan from start to finish, with each successive lower hierarchal level knowing less that the level above them. The lowest levels are mostly just clueless useful idiots who are being manipulated by the higher levels, and don’t have any idea what is actually going on. In political conspiracies, the lowest levels are generally comprised of the (often compromised by blackmail or bribery) politicians and government bureaucrats who are mostly just useful idiots.
