Seeding is a distraction and a coverup for long neglected responsibility.

All of that hill country is prone to flash flooding. Seguin has recorded about nineteen floods since 1838 which are described as bad. Flash flooding has always been a fact of life in this country.

With the development of tourism and recreation there should have been installation of an automated river level alarm system that would register potential flooding anywhere in the basin and trigger alarms throughout all areas of tourism and recreation as these are the people who don't know the danger. One of the officials of the Kerrville area stated on video that no one wanted to cry wolf and scare people unnecessarily. Let that sink in.

Right now every excuse is being made to escape responsibility for preventable death at city and county level throughout the area. Seeding is one of those excuses that is unprovable and will drag on as a maldirect until all energy is drained from pursuit of justice.

Local and county officials are responsible for the murder by intentional neglect of safety with regard to known, repeatable life threatening situations. Ultimately, since several counties are involved, the Texas legislature is the primary killer and that is where the mass prosecutions need to start.
