If the $21 trillion+ missing is going for black projects, underground cities, building secret space ships and establishing a "breakaway society", the globalists are setting up a long term continuity of government, not only underground during a global disaster, they are also allocating money for rebuilding a new government. This may be a multi-faceted plan and not just focused on underground cities.
If they are planning on a major event like a nuclear war, or a pole shift from a passing asteroid, etc, they also need food and housing for their future employees on the surface - which are called the gatekeepers that work directly for the wealthy elite globalists.
I have been aware of this program and this concept for many years. I have learned these things as facts:
