The northern edge of the Sites Fire in Colusa County is approaching the East Park Reservoir, while the Point Fire has burned a section of land near Lake Sonoma.

Are they using 'hired hands' (e.g., immigrants) to set off these blazes? I sense that 'they' are deliberately creating wildfires close to lakes and reservoirs this early in the fire season to drain the water supply, exhaust and tie up the firefighting force, and prevent 4th of July vacationers from engaging in normal outdoor recreation activities (such as boating) at these locations.
