This is a very provocative move by Putin. I'm not sure how this helps the Russians during the ongoing critical conflict with Ukraine, which is being financed and helped by the US and Nato.
It appears to be a bold challenge against Washington, DC - at a time when Russia is winning the war in Ukraine and should be seeking a truce and a cessation of military activity.

You add this move to the recent speech made by Putin concerning taking back the three Baltic states near Finland, and it appears that Russia is advancing their military goals instead of pursuing a future peace situation with the west.
