According to Norwegian researcher Julie Wilhelmsen at the Norwegian Institute of International Affairs (NUPI), Western arms deliveries to Ukraine may serve this goal, prompting a fierce response from Moscow. The researcher has cautioned that heavier arms contribution to Ukraine, including those from her home country, may exacerbate the conflict. Wilhelmsen called the arms deliveries "logical", but at the same time warned of risks of escalation.
