The Law of War Manual may have significant bearing on this situation. It may also help to explain why so many people are feeling that Trump is not doing anything, waiting too long. As of yesterday, Trump can be back in control, according to the rules. According to the rules, this last 365 days, Trump had to stay out of governance of any sort or face charges by the UN/NATO.
