We need help in figuring out this letter and figure out if it is accurate, and what it all means. It seems to be a letter to Antifa/BLM anarchist types in the US that are involved in taking down the US with terrorists actions. There are code words involved, and it was supposed to take place after the Jan. 6h protest.
Here is the introduction to the letter, from the person that discovered it:

My name is Chiang Li, former employee of Penglai

CPC alligned conglomerate has infiltrated high levels of the United States government and intelligence agencies.

Electric Rain will disable all cell towers and Internet communication in the continental United States. They will be offline for approximately 2 weeks. Falsified location data attributed to devices collected from IMSI capture in DC at the Jan 6 protest will be used to manufacture a series of right-wing terror attacks that will be blamed for the outage.

Others have tried to blow the whistle but have gone dark. I am in a secure location in Taiwan. I am not suicidal.

Some say this is fake, but I can't see a clear motive for it being fake. It appears to be a legitimate communication to provocateurs in the US, right down to the funding of their operation. It could have involved the infiltration of the patriots into the protests to do violence in the US capital building. Then it mentions the use of special devices to destroy cell towers in the US, for two weeks. This sounds like typical foreign enemy tactics to take a nation into chaos.
I found this on the GLP site but there are no discussions about it and no further explanations.
