Regulations are just like the Constitution, neither do anything, because they are just words written on a piece of paper. People do things, pieces of paper are inanimate. Not everyone has the same motives.
And, we all know criminals don't follow the laws, but they sure like to use them for their personal advantage. which is why they are attracted to positions within government, like a moth to a flame.
Regulations are a way for politicians and government employees to game the system. For example, generating revenue, and wielding power to control others. Like the mafia.
What we have now is government by criminals, which is to say, government is a threat. That threat spreads by word of mouth, only. Remember the tiny dot by Larken Rose? So, spreading fear through word of mouth leads to self-policing.

Doesn't this also apply to gun control attempts? Trying to take away guns from the entire society, because of the actions of a few?
On a slight tangent, have you ever considered, that true racism, is the laying of blame upon all similar looking people, because of the past actions of one or a few people that you have had interactions with? In other words, racism = collective punishment.
