HOUSING PROGRAMS ALL F'CKED UP
Are we paying too much for Federally subsized Housing Programs. Section 8 Housing Choice Vouchers and LIHTC Low-Income Housing Tax Credit use a Metropolitan's areas Adjusted Gross Median Income to determine how much we will pay.
Here's a memo I wrote to the Seattle Administrator of the Median Income Table.
I live in a LIHTC building at 50% of median income.
In reviewing the 2019 US IRS tables of total returns based on Adjusted Gross Income,
it appears the median income for the nation is close to $40,000-$50,000 dollars,
-Half of the total US returns of 141,146,150 fall to the left of column 10 in the chart below
-US 50% AMI would be $20,000-$25,000.

I am reporting Fraud at the Coronado Springs Apartments.
In June 2019 Bridge Housing (owner) received 28 million dollars in Construction funding to renovate the cottage-apartments at Coronado Springs.
There are 148 cottages. If you divide the total funding, $189,000 is available to each cottage.
I estimate less than $10,000 per cottage has been spent, including new roofing.
One would expect for that money
-Island Kitchens
-Brand New Model Appliances
-Tiled Floors
-Finished Range Hoods
-Kitchen Ventilation under Hoods
-New Style Cabinetry
-Larger Water Tanks
-New Bathrooms
The new apartment looks like the old apartment. The kitchen appliances are the same model, 30 years old. They appear renovated. I don't know whether they are for sale anymore in a store.
The work is taking an inordinately long time per apartment. Supposedly tenants are moved to Motels during construction, but I don't know whether that is true.

A Designer, if the Borrower even employed one on this project, would have to include expensive Artwork or Sculpture to come close to even $100,000 per apartment.

Subject: Coronado Springs Violation
The Coronado Springs Apartment does not comply with Local Ventilation Standards (WAC 51-51-1507.3.3). Therefore it is in violation of 24 CFR 5.703 (g) Physical condition standards for HUD housing that is decent, safe, sanitary and in good repair.
The violation has been admitted to by 3 parties
1. Property Manager-Nicole Tormozov.
She stated in 2018 the Tower Building does not and has not met Ventilation Standards (phone: 206 244-7700)
2. A Window Vendor - in an E-mail to me stated
‘I tried to explain to the Tenant that you have this Negative Pressure Old Building and the way its designed it is hard to stop the air flow. Joseph pointed out to him that there are two air vents-one in the kitchen and one in the bathroom-those vents are pulling the air thru the unit and up to the roof’
3. Local King County Officials
Two Inspectors were at the site with Air Hoods to measure the Ventilation deficiency in the Spring of 2019 and stated that the building does not meet Ventilation Regulations.
Taking into Account CFR 5.703 (f),Health and Safety Concerns, the building should be declared ‘Not Suitable For Occupancy’ as defined in 26 CFR 1.42-5 (i) Monitoring compliance with low-income housing credit requirements.
If I have not provided you enough information to begin the Enforcement process, please reply and tell me what further information you require.
