Vice-Admiral Mark Norman, second-in-command of the Canadian Armed Forces, still has not been charged by prosecutors, even though the RCMP claims he breached the "public trust and provided allegedly secret information to a company the federal government had hired to provide a supply ship to the Royal Canadian Navy".

It gives the impression of having a certain quality that he may be taken advantage of and blamed for something(?), and is being made an example of by the government. Too many questions, hardly any answers given.

OTTAWA—If there’s one thing that stands out in court documents outlining the RCMP’s case against Vice-Admiral Mark Norman, it’s the extremely cutthroat nature of military procurement.

It’s a secret world in which companies and high-priced lobbyists go to great lengths to win whatever multibillion-dollar contract is up for grabs.

That includes bringing pressure to bear on federal ministers and other government officials and trying to undermine competitors — and even the procurement system itself — through whatever means necessary.

The second-in-command of the Canadian Armed Forces until a year ago, Norman is now persona non grata at the Ottawa headquarters of the Department of National Defence. He has spent the last twelve months under a cloud of suspicion created by as-yet unsubstantiated RCMP claims that he breached the public trust and provided allegedly secret information to a company the federal government had hired to provide a supply ship to the Royal Canadian Navy.

The Asterix, the vessel for which Norman fought, was launched in October and will be the Royal Canadian Navy’s main lifeline for warships at sea for the foreseeable future. There is widespread acknowledgement in the navy — privately, at least — that without Norman’s advocacy for Project Resolve the navy would for years have continued to have no supply capability of its own.

‘I think it’s shocking it has taken 12 months to still have no resolution,’ says military expert

The RCMP’s case against the country’s second-highest military officer was placed into the hands of prosecutors last summer.

Vice-Admiral Mark Norman is yet to face charges, however, and some experts say his wait for justice has not only taken too long, but it could drag out even further.

He is alleged to have leaked cabinet secrets to executives of a Quebec shipyard in the fall of 2015 as the new Liberal government debated the merits of a leased supply ship for the navy.
