Panicked American Military Drags Biden Away From Russian “No Safe Havens” Warfare

A forewarning new Security Council (SC) report circulating in the Kremlin today first noting President Putin met with the African Delegation promoting their 10-point peace roadmap designed to end the conflict between Kiev and Moscow, comprised of South African President Cyril Ramaphosa, Senegalese President Macky Sall, Comoros President Othman Ghazali, Zambian President Hakainde Hichilema, Egyptian Prime Minister Mostafa Madbouly, and senior officials from the Republic of Congo and Uganda, says President Putin revealed to these distinguished Black African leaders that shortly after the launching of the “Special De-Nazification Operation” to liberate Ukraine, he ordered Russian military forces surrounding Kiev to pull back because a peace agreement had been reached, then he stunned everyone by producing the document stating: “I would like to draw your attention to the fact that with Turkish President Tayyip Erdogan’s assistance, as you know, a string of talks between Russia and Ukraine took place in Turkey so as to work out both the confidence-building measures you mentioned, and to draw up the text of the agreement...We did not discuss with the Ukrainian side that this treaty would be classified, but we have never presented it, nor commented on it...This draft agreement was initialed by the head of the Kiev negotiation team...He put his signature there…Here it is”.

In the document titled “The Treaty on the Permanent Neutrality and Security Guarantees for Ukraine” signed by the Ukrainian delegation, this report notes, it stipulated that Ukraine must enshrine “permanent neutrality” in its Constitution, with Russia, the United States, Britain, China, and France listed as guarantors— an addendum to the draft, also shown by President Putin, outlines both Russian and Ukrainian proposals regarding the size of Ukraine’s standing army during peacetime, as well as its equipment—Moscow proposed to cap the number of military personnel at 85,000 and the number of National Guard members at 15,000, while Kiev proposed that its Armed Forces have up to 250,000 troops—Moscow suggested that Ukraine should be allowed to have 342 tanks, 1,029 armored vehicles, 96 multiple rocket launchers, 50 combat aircraft, and 52 auxiliary aircraft, while Kiev was in favor of having 800 tanks, 2,400 armored vehicles, 600 multiple rocket launchers, 74 combat aircraft, and 86 auxiliary aircraft, and the sides also exchanged proposals on capping Ukraine’s mortars, anti-tank weapons, and anti-air missile systems, among other equipment.

Instead of Ukraine honoring the peace document it signed, this report continues, President Putin revealed: “After we pulled our troops away from Kiev – as we had promised to do – the Kiev authorities tossed their commitments into the dustbin of history...They abandoned everything”—and after Ukraine tossed the peace document it signed into the “dustbin of history”, it was then reported: “Clashing reports emerged surrounding the death of a Ukrainian identified by media as a member of the country’s negotiating team with Russia...First, widespread reports in local media and social media throughout the day claimed Denis Kireev, who had been photographed taking part in negotiations in Belarus in recent days, had been killed by Ukrainian security forces during an attempt to arrest him...Kireev, the reports asserted, had been suspected of treason...A subsequent Facebook post by Ukraine’s defense ministry confirmed Kireev’s death, but asserted that he was an intelligence operative for Ukraine who died in the line of duty”.

In noting that Russian military forces have obliterated all the weapons Ukraine had at the time they signed the peace document, this report details, top Kremlin spokesman Dmitry Peskov assessed: “Ukraine was highly militarized when the conflict began...One of the goals was the demilitarization of Ukraine...De facto this goal has been achieved”, then he most factually observed: “The special military operation against Ukraine, against the Kiev regime, was launched to ensure the safety of the people of Donbass...Now it is practically a war between Moscow and the collective West”—Peskov then declared: “The deal allowing Ukrainian grain to be exported via the Black Sea has no chance of being extended as things stand at the moment”, and warned: “Western politicians should know that by supporting Kiev they’re aiding de-facto murderers...Any persons threatening to kill Russians are enemies who should be and will be punished for doing so”.

In addressing the true cause of the present conflict, this report notes, Foreign Minister Sergey Lavrov assessed and predicted: “The world will be different when the Ukraine conflict ends...The West’s proxy war with Russia is a geopolitical conflict, in which the United States is attempting to eliminate a powerful competitor and preserve its hegemonic position by all means...The attempt is futile, and we all know this...By the time the conflict in Ukraine is resolved, Kiev will have accepted the loss of its former territories, and Western-led globalization will be dead”.

Earlier today, this report continues, NATO Secretary General Jens Stoltenberg declared: “We all want this war to end, but only a just peace can endure...Peace cannot mean freezing the conflict and accepting a deal that is dictated by Russia...Only Ukraine can define the conditions that are acceptable”—a declaration that followed the warmongering neocon American Enterprise Institute think tank releasing its open letter “Ukraine’s Struggle Is An Opportunity To Expand The Reach Of US Power”, wherein it states: “After decades of losing influence in Latin America and sub-Saharan Africa, and letting the transatlantic bond fray because of a lack of US leadership, we must realize: Ukraine’s struggle is an opportunity to revitalize America’s alliances and expand the reach of US power — including by bringing the valiant Ukrainians into NATO...We must not be afraid to take that step”.

Among those most “afraid to take that step” to allow Ukraine into NATO, this report details, is Supreme Socialist Leader Joe Biden, who yesterday warningly declared about Ukraine joining NATO: “They’ve got to meet the same standards...So we’re not going to make it easy”—a warning declaration that follows the American realpolitik Quincy Institute for Responsible Statecraft think tank releasing its open letter “Is The US Military More Intent On Ending Ukraine War Than US Diplomats?”, wherein it reveals: “Throughout modern American History, hawkish military officials have often been frustrated by the caution of civilian leadership…Military brass had little respect for President John F. Kennedy’s reluctance to use nuclear weapons against the Soviet Union. Gen. William Westmoreland chafed at the restrictions President Lyndon Johnson set on his air war in Vietnam…This is reportedly not the case today…In a recent report about the growing U.S. willingness to cross Russian red lines by supplying Kyiv with ever more escalatory weapons, the Washington Post tells us that “inside the Biden administration, the Pentagon is considered more cautious than the White House or State Department about sending more sophisticated weaponry to Ukraine”…It’s part of a peculiar trend evident throughout the war in Ukraine, where in a dramatic reversal, U.S. military officials appear more often on the side of restraint than their civilian counterparts”.

Causing the panicked American military leadership to drag Socialist Leader Biden away before he further antagonizes Russia, this report notes, is The Modern War Institute (MWI) at West Point, which is “a national resource within the Department of Military Instruction that studies recent and ongoing conflicts to prepare present and future leaders to win in a complex world”, and this past week, released its warning document “The Russian Way Of War In Ukraine: A Military Approach Nine Decades In The Making”, wherein it reveals that the Russian military has been preparing for decades to fight a sixth-generation large-scale war the American military has yet to fully comprehend, and warns: “The Russian army had itself already demonstrated its reconnaissance-fire complex with frightening efficiency...We are witnessing the maturation of deep-attack capabilities that were developed during the 1970s and 1980s...As Soviet/Russian military theorists have long understood, these advancements in weapons and sensor technology, over the course of several decades, have made large troop concentrations extremely vulnerable”.

Unlike the childish assessments made by socialist Western politicians, television pundits and armchair generals, this report concludes, The Modern War Institute experts in their just released document reveal that Marshal Nikolai Ogarkov, chief of the Soviet General Staff, was devising tactics to use unmanned aerial vehicles on the battlefield in 1984—they note the late Major General Vladimir Slipchenko, arguably one of the most influential Russian military theorists of recent decades, observing nearly twenty years ago: “Fundamental concepts such as “front”, “rear”, and “forward line” are changing...They are now passé and being replaced by just two phrases: “target” and “non-target” for a high precision remote strike”—and they note United States Army Lieutenant Colonel Lester Grau, of the Soviet Army Studies Office at the US Army Combined Arms Center, warning in 1990: “The Soviets see non-linear battle as one in which separate “tactically independent” battalions and regiments/brigades fight meeting battles and secure their flanks by means of obstacles, long-range fires and tempo…Large units, such as divisions and armies, may influence the battle through employment of their reserves and long-range attack systems, but the outcome will be decided by the actions of combined arms battalions and regiments/brigades fighting separately on multiple axes in support of a common plan and objective…Tactical combat will be even more destructive than in the past and will be characterized by fragmented [ochagovyy] or non-linear combat…The front line will disappear and terms such as “zones of combat” will replace the outdated concepts of FEBA, FLOT and FLET…No safe havens or “deep rear” will exist”.
