The first of course is the People’s Original Political Jurisdiction which is represented in the People’s constitutions. The second is the administrative jurisdiction operations of every public servant, and every publicly franchised company operating in the country. That administrative jurisdiction serves the People because that is the supreme Law each servant or franchise operator gets paid by, or receives benefits from, the People’s powers and authorities creating all governments via constitutions.

Simply put the language above establishes proof of fact and law that the whole of the constitution is modified and controlled by the Bill of Rights.
‘Amendment in addition to, and Amendment of’ is a full and complete capture of the whole of the States United Constitution recognized under Article VII. This means every act of government and all franchised, licensed and regulated entities constructed under governments authorities are completely subject to and of the Bill of Rights.
MERRIAM-WEBSTER defines ‘amendment to be the process of altering or amending a law or document (such as a constitution) by parliamentary or constitutional procedure; b: an alteration proposed or effected by this process, a constitutional amendment; 2: the act of amending something
What these sections expose is that all public servants are bound to recognize the supreme Law. The language is conclusive and inescapable!
When any American requests or demands the public servant or one of their agents as government employees recognize the Bill of Rights and apply that supreme Law of the Land on the Americans behalf, there is no option.
When the records constructed by public servants in their interaction with any American are naked of remarks showing the Bill of Rights was recognized and applied for the benefit of the American, the unimpeachable public record is proof of breach of contract, trespass on any American, a private act, a TORT, and a series of crimes including embezzlement of public authorities, public funds, conversion of public office to private use, theft and herds more felonies.

Those purchasing the service of Legalized identity for use of the powers of the People, from the States, to operate in commerce, agreed to subject themselves to the full and complete limits assigned to governments by the People. The contracts, recognizing this fact are all of public record within the registries of the States United.
