A record-breaking 2.7 million encounters on the border in Fiscal Year 2022 is the highest rate on record since 1960. The end of Title 42 on May 11 will likely catalyze even greater rates of migration in 2023. Until recently, most U.S. policymakers have viewed the border crisis through a humanitarian lens but are now waking up to the reality that migrants are being exploited by state and non-state actors who have weaponized migration.

SFS Executive Director Joseph M. Humire provided a keynote address at the 10th anniversary of the Center for a Secure Free Society (SFS), a private event held at the International Spy Museum in Washington D.C. on January 19, 2023. His address explained the concept of Strategic Engineered Migration and detailed how the U.S. southern border is a target of hostile adversarial nation-states who are catalyzing and manipulating mass migration to weaken the national sovereignty of the United States and our international allies.

Having visited and conducted field research on several borders in the Western Hemisphere and worldwide, this presentation is part of a multi-year investigation by SFS that will be presented through forthcoming research papers, videos, briefings, and other products - and begins with the release of this presentation about the crisis on the U.S. southern border.
