A gravely concerning new Security Council (SC) report circulating in the Kremlin today first noting President Putin has requested formal talks to seek “legal guarantees” from NATO that it will halt its eastward expansion, and him stating that he will “insist on guarantees being set out to exclude the possibility of NATO moving any further to the east, and deploying threatening weapons close to Russian territory”, says the outcome of this final effort to avert war will be explained to the world when President Putin holds his customary yearend news conference on 23 December—all of which has been joined by the Ministry of Foreign Affairs (MoFA) issuing an official statement declaring: “Against this backdrop, the democratizing rhetoric coming from Washington is not only completely disconnected from reality, but is also utterly hypocritical…Before embarking on the path of ‘exporting democracy’, we urge our North American partners to first address their problems at home, and to try to overcome the deepening divisions in society on matters of ethics, values, and vision of the country’s past and future…Humbly admitting that US democracy is not perfect is clearly not enough”.
In quick response to this final effort to avert war, this report notes, Secretary of State for Political Affairs Victoria Nuland declared on behalf of the socialist Biden Regime: “We are resolute in sending the message to Moscow, that if it moves again to internally destabilize Ukraine or use these forces to enter the country, that it will be met with high-impact economic measures, the likes of which we have not used before, from all of NATO”—a declaration responded to by Kremlin spokesman Dmitry Peskov, who grimly warned: “The probability of hostilities in Ukraine is still high...This is a matter of particular concern and worry for us”—that was joined by Foreign Minister Sergey Lavrov even more gravely warning: “NATO refuses to consider our proposals on de-escalation of tensions and prevention of dangerous incidents...On the contrary, the alliance's military infrastructure is moving closer to Russia's borders... The nightmarish scenario of military confrontation is returning...Europe may be returning to a situation of military confrontation, and NATO is completely refusing to listen to all Russian proposals to de-escalate tensions”.
Responding to this grave warning issued by Foreign Minister Lavrov, this report notes, it saw Ukrainian President Vladimir Zelensky saying he won’t be able to stop the armed conflict in Donbass without holding direct talks with Russia, with him declaring: “We need to tell the truth that we won’t be able to stop the war without holding direct talks with Russia...All the external partners have acknowledged that but some of the internal ones haven’t...We need to speak with Russia knowing that we have strong and powerful armed forces”.

Koval, born in 1974, and his son Igor ... Koval, born in 1999, who arrived in Russia in order to collect information and take photographs and videos of strategically important life support enterprises and transport infrastructure facilities...The detainees confessed that they were recruited by an SSU employee ... who tasked them with collecting information about strategic objects for a reward of $10,000...The third detainee is an agent of the Main Intelligence Directorate of the Ukrainian Ministry of Defence of Ukraine, Oleksandr Tsylyk”.
Upon the arrest of these Ukrainian military saboteurs attempting to disrupt Russian Naval communications prior to the outbreak of war, this report notes, Secretary of State Antony Blinken, in speaking for the socialist Biden Regime, stated: “We don't know whether President Putin has made the decision to invade…We do know that he's putting in place the capacity to do so on short order, should he so decide…So despite uncertainty about intention, and timing, we must prepare for all contingencies while working to see to it that Russia reverses course”—lunatic American socialist war propaganda quickly responded to by Federation Council Speaker Valentina Matviyenko, who factually stated: “There are no grounds for these assertions...They are lies, nonsense and it is dirty politics...Russia wasn’t going to, isn’t going to and won’t attack Ukraine...Ukraine is using these assertions to divert attention from the country’s dire economic and social situation while NATO and others, who want Russian-Ukrainian relations to deteriorate further, throw their weight behind the notion of an external threat to Ukraine...Neither Russian citizens nor Ukrainian citizens want these tensions...We are brothers...We’ve been together for so many years”.
With Foreign Ministry spokeswoman Maria Zakharova having factually reported to the world: “The Armed Forces of Ukraine are increasing their military force, pulling heavy equipment and personnel, and the number of troops in the conflict zone already reaches 125,000 people, and this, if anyone does not know, is half of the entire composition of the Armed Forces of Ukraine”, this report continues, being kept from the American people by the socialist Biden Regime are their own top military experts noting: “There is no threat of an imminent Russian invasion of Ukraine, a country of some 40 million people with armed forces in excess of 250,000 strong, which means that any substantial Russian military intervention in Ukraine would require an amassed force of some 300,000-500,000 troops just to start...However, Western media reports are talking about a Russian buildup of forces somewhere near Ukrainian borders (or at least closer to Ukrainian borders than to China's borders) of some 90,000 Russian troops...Careful observers will note that this is approximately the same number of Russian troops that have been in the vicinity of the Ukrainian border since the US-backed Maidan Putsch overthrew the democratically elected government in Kiev in 2014 and began a civil conflict to subjugate east Ukraine to that seizure of power”.
