MEMORANDUM FOR: SEE DISTRIBUTIONSUBJECT: Directive-type Memorandum (DTM)-17-004 – Department of Defense Expeditionary Civilian Workforce

Purpose.

ThisDTM: •Implements guidance for the DoD Expeditionary Civilian (DoD-EC)workforce, consistent with the authority in DoD Directive (DoDD) 5124.02.•Establishes procedures to ensure DoD civilians are included in the DoDGlobal Force Management (GFM) process.•Incorporates and cancels DoDD 1404.10.•Is effective January 25, 2017 and will be incorporated into the appropriateDoD instruction (DoDI). This DTM will expire effective January 25, 2021.

•Supersedes any conflicting portions of other DoD issuances.

Applicability.

This DTM:•Applies to OSD, the Military Departments, the Office of the Chairman of theJoint Chiefs of Staff and (CJCS) the Joint Staff (JS), the CombatantCommands (CCMDs), the Defense Agencies, the DoD Field Activities, andall other organizational entities in the DoD that are not in the MilitaryDepartments or the CCMDs (referred to collectively in this DTM as the “DoDComponents”).
