Congress does nothing - often.

To answer your question; "Why do we even need a Congress"?

We don't, IMO.

96% of every bill moving the house or senate are designed by, of, and for lobbyists.

Whichever congresscritter get the most payola from the lobbyists is the one who sponsors the bill.

The rest of the time congresscritters spend begging for money from their constituents, while they vote themselves pay raises and million dollar retirement plans - all on the back of the producers in the private sector.

That is just how the DC game rolls, which is another legitimate reason to route these do-nothing, bought off morons out of their cushy offices, and onto the cold, concrete curb.

The latest scam coming out of DC is 'Republicans push for hearings on election fraud'.

LOL! More of their meaningless shit show distractions.

Of course, the Republicans pushing for 'election fraud hearings' are the same carpet bagging POS insisting that Trump "MUST CONCEDE the election to Biden", because they are afraid of riots.

They have good reason to be afraid of riots.

Some months ago, a construction contractor spoke at a town hall meeting to county officials, voicing his plight of revenue loss due to forced shut-downs of his enterprise due to the fake 'pandemic' promoted by his state government.

He made the blanket statement:

"It's peaceful now. But it won't be peaceful much longer".

Current conditions in America are very similar to the plight of the French bourgeoisie (middle class), just prior to the first French revolt of the 17th century.

The soon to be non-existent middle class of America can rightfully blame their demise on the American Congress parasites in DC - and many of the state equivalents - who do indeed harbor a 'let them eat cake' philosophy toward producing Americans who are struggling to survive.

As useful-only-to-themselves congresscritters usher in a new feudal system in the usa, known as The Great Reset, conditions outside the beltway continue to worsen.
