I write to you today in your capacity of FIDUCIARY to me, and every other American. Your fiduciary position stems from your service to the Peoples office of Attorney General. Your fiduciary obligations are also to the laws of the United States, particularly the controlling Bill of Rights, you promised to honor in trust and have been paid to execute upon assumption of public office.
I call your duties to action now.
YOU WILL: Please advise me and all other Americans if you have any loyalties or other obligations that supersede your duties as a public servant being paid to execute the laws for the People’s benefit first, as your primary duty.

18 USC, §§: 241, 242, 371, attach many other felony statutes to the identified individuals acting under color of official right. If you fail or refuse to properly record and officially ledger my charges, notify me of the official records, you and those you supervise will be joining the conspiracies by silence and coverup. Failure to prosecute, particularly in the current circumstance, is criminal negligence of the highest order of official deception. Color of Official Right is created under negligence as much as over acts.
Please recall, from your extensive legal training and experience, that once created, public record can never be denied.
The absolute proof of the crimes reported here are contained in the public records created by FELONS themselves, shown by both word and deed.
You nor any other USDOJ actor or DOJ supervised agency are authorized to ignore or deny public records. None of you public servants are assigned discretion allowing the covering up by old boy political and commercial networks conspiracies which are now so evident.

GRAVAMEN:
Jay Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating with their civil rights crimes, jointly and severely, in conspiracy with others both domestic and foreign, known and unknown, have used the political and legal system to deprive, under force of arms, legal coercion, legal threats and intimidation, every Washington citizen of our individual and collective Constitutional rights.
The following derivatives from this cause of action are each a denial of rights protected by both Bill of Rights and statute, both state and federal as appears herein below.
The fundamental law of the People’s foundational principles controlling all powers of all governments has been ignored, trespassed upon, circumvented, perverted, and authorities usurped for the purpose of enslaving the People of Washington.
The administration of law in a color of law manner, the superficial appearance deceptively presented claiming to be within the individual’s lawful power, is actually in contravention of the law, or perceived legal process operated in a prejudicial manner, is essentially a denial of access to and equal protection of the law.
The color of law applications by numerous government servants are civil rights crimes of the highest order. More to the point the overbearing use of legalized force under color of law controlling the People are acts of SLAVERS.
COMPLAINT, CRIMINAL ACTIVITIES.
I, Charles C. Miller, the complainant in this case, state that the following is true to the best of my knowledge and belief. Beginning on or about the date(s) of May 2020, within the territorial jurisdiction of the United States, and therefore, pursuant the United States Code, finding aid to U.S. Statutes, on the land and with in the jurisdiction of the State of Washington , the identified public servants, Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, violated Code Section(s) , Title 18, § § 241, 242, 371, 372, and others that may be uncovered during investigation and processing of this Criminal Complaint.
PROOF OF FACT is contained in the open public records constructed under the authorities and mechanisms providing government services to the People, the creators and constructors of the State of Washington.
PROOF OF FACT is contained in the reports of the acts and omissions by Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, delivered to the People by private enterprises franchised by governments to do business with the People.
FIRST AMENDMENT VIOLATIONS.
1. The absolute right to have unrestricted access to and exercise to religious preferences and services has been denied by Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified.
2. The absolute right to free unrestricted peaceable assembly has been denied by Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified.
3. The absolute right for unrestricted redress of grievances against the government has been denied by the coconspirators who are paid to respect the law In their defending the civil rights crimes against the people as effectuated by Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified.
4. The absolute right for unrestricted redress of grievances against the government has been denied by judge capacity coconspirators who are paid to respect the law and ensure the People are not denied access to its protections by Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified.
SECOND AMENDMENT VIOLATIONS.
1. Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, violated the controlling law, the Right to Bear Arms, by closing off access to retailers to a necessity guaranteed by the Bill of Rights.
FOURTH AMENDMENT VIOLATIONS.
1. The right to be secure in their persons was denied by Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, when forced control over health of individual Citizens, face mask requirements, expressed an ownership position in the Peoples bodies.
2. The right to ownership of houses, papers and effects, the Peoples businesses and livelihood was denied and stolen by Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified,
3. Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, intentionally refused to provide probable cause, verified source and authority to seize properties, the Rights of the People under law.
FIFTH AMENDMENT VIOLATIONS.
1. Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, intentionally refused to provide process owed and due to the people for addressing each of the violations of the Bill of Rights and Washington States Declaration of Rights.
NINTH and TENTH AMENDMENT VIOLATIONS.
1. Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, willfully with full intent to enslave the People refused to recognize the People as grantors of all State of Washington’s powers, We never gave our governments powers to regulate or deny the People access to and equal protection of the laws, particularly our Bill and Declarations of Rights originally put in place to control public servants.
Reserved Rights are never subject to public servants construction of their duties.
PROOF OF FACT.
Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, are all bound by both freely given consent and contract terms of service to recognize, respect and execute as written limits of their public servants activities, in full compliance with the Bill of Rights, which each has failed to perform.
Jay, Inslee, Bob Ferguson, Kim Wyman, Debra L. Stephens, and every other state employee or officer cooperating in conspiracy with others not yet identified, KNOWINGLY AND INTENTIONALLY attacked the political, and legal structure of the United States, when, after accepting federal monies, requiring compliance with federal laws, each chose to act out side those laws. Then allowed the People of Washington to be subjected to murder, property damage, riots, looting, burning of both public and private properties.
Mr. Barr, ignorance of the law is never an excuse.
You, Mr. Barr and all your cohorts and minions have a choice to make.
