Executive Orders are made by the President, and if Congress doesn't stop it, it becomes law in 30 days (if i remember correctly) - automatically. It is THEN the law of the land and ready to be implemented when needed. The series of EOs she mentioned are not new, they have been used since the Reagan era or before. They are sometimes updated or renewed, because some of them will have a "sunset clause" in them that makes them expire after a few years.
Keep in mind that just because an emergency law for FEMA is available, does not mean it will be used. We have been in a variety of emergencies for decades and nothing unusual has happened. However, if there was a situation that arises where emergency steps were necessary they can utilize those laws at any time. And, YES, it DOES circumvent the Constitution - it has to do that to fulfill its purpose. A state of emergency is Martial Law, and it gives the government, federal agencies and the military under it, the power to perform activities quickly and as efficiently as possible to avoid the slow process of going through Congress. However, just because they have the authority to do those things does not mean they will actually do anything out of the ordinary or violate citizen's Constitutional rights. For the most part the government under an emergency would be doing things that are for the greater good of the nation. As things stand now, I don't see a problem with what they are doing. They are simply trying to make sure they can prevent problems from popping up later. So, they are thinking ahead and want to make sure they are prepared for any unpredictable events. If we get into a major emergency it is wise to stay clear of all government operations so we are not in their way. When we do that we can cruise right through an emergency and not be bothered. In a situation like that, touting your "rights" and protesting "Constitutional" issues is totally invalid and useless. We would be under Martial law and under their military enforced authority.
