Should the President decide to send caravans of illegals to sanctuary cities, the Administration may find not only a handle on this newest crisis, but also an effective policy proscription for the larger problem of illegal immigration. In addition to bedeviling Democrats and putting paid to their political attacks, and in conjunction with a new, more comprehensive, tactical approach for existing ICE policy, i.e. domestic enforcement of immigration law, the Administration will have found their strategical solution to illegal immigration.
By funneling immigration overflows to sanctuary cities, sustainability becomes a partisan problem for Democrats. It's hard to imagine them maintaining popular political support in the face of such a Tsunami. Quality of life issues and financial burdens will quickly prove unmanageable moving into the electoral season of 2020.
Meanwhile, ICE can aggressively begin picking up & deporting illegals everywhere in the continental US except, of course from the sanctuary cities? A suspect stopped by ICE & asked to produce I.D. demonstrating they are a legal resident, or in the alternative have a valid court date for a future hearing, would have ICE simply updating their current information & releasing them within minutes pending the outcome of their hearing. If they were found to be without documentation, they would be taken into custody & deportation proceedings would be begun immediately.
Now imagine ICE concentrating their efforts on red states such as Arizona & Texas, which Democrats are purposefully trying to flood with illegal voters in hopes of flipping them blue thereby assuring the Democratic Party all future, electoral victories for President. Suddenly, this particular incentive for Democratic intransigence would be removed. Compromise & accommodation might once again see the light of hope. Under ever increasing local political pressure, sanctuary cities would have a difficult time getting any of these new arrivals to consider leaving for fear of random confrontation with ICE & possible subsequent deportation.
The President can further mitigate, or manipulate the impacts of such a zero tolerance ICE policy both on the illegal immigrants & the businesses that employ them by giving all illegals nation wide, a 30 day window to voluntarily come forward to register for a court hearing to determine eligibility, or asylum status. This injects both flexibility as well as an element of stability into both ends of the equation. Illegal
immigrant workers could voluntarily come forward and improve their status without fear of immediate & prejudicial action. Employers found to be using those without proper I.D. can be fined heavily.
Nor do hearing necessarily have to be limited to just amnesty, or deportation. For example, depending on applicant's employment record & history of paying taxes, being an upstanding , law abiding member of the community, they might be granted work visas & permits subject to future review, renewal &, or expiration. Here then is a path to some sort of normalization and accommodation on both ends of the problem.
Those found not to be a threat, or burden could be given a new lease on life, some measure of normalization and standing. They could be given court dates at least a year, or 18 months out as a standard punt. That would enable them to build a record of being a contributing, tax paying, lawful member of our society. There are any number of ways to parse individual situations from both the government's stand point & from the immigrant's own desires & personal goals. At the very least, the government would begin to get its arms around who is in our country, where they live & what they are up to.
Those illegals that couldn't, or wouldn't be accommodated are exactly the ones that shouldn't be here, as they are the actual criminal illegals. Random law enforcement would effectively serve to time stamp their length of stay in our country. Rolling around illegally would suddenly have a shelf life. All of the above implied nuisance & flexibility would leave plenty of work for immigration lawyers & other related NGOs as well as religious charities & interest groups thereby effectively muting criticism. It would also offer a growing economy the flexibility to obtain needed workers through many different avenues, but most importantly, it would put government back in the business of controlling who is in our country and for what purposes.
