Jim Stone has been pushing a fairly dubious theory for a while now about the strength of hurricanes being hyped or hoaxed by the media. The basis of his claims is the global wind speed map data that appears when you click around the eye walls of hurricanes as they appear on the map. What I have found is that with strong storms (e.g. Irma, Maria, Michael, Florence) if you click on the storm you won't find any wind speed readings above 95 mph. Those are identified as beyond CAT 1 storms based upon all other sources (and if you look at the radar and satellite imagery it supports the conclusion that those are very strong storms - it would be hard to fake all that imagery and data and a lot of people and institutions would have to be involved in supporting fake data if that were occurring). The most likely explanation here is that the wind speed measuring equipment used to generate that map doesn't measure above a certain speed... you will find a similar issue with ocean buoy data where it can't register the high wind speeds of hurricanes.
