Generally, the Constitution defines and limits the powers of the federal government, and declares that all other rights and powers remain with the states and the people.

Article 1 Section 8 specifies that Congress has power to establish a "uniform rule of naturalization". Apparently as an aspect of that designated power, Congress has enacted legislation regarding immigration, beginning in the 1880s.

So the issue becomes, "By what authority could a State override federal legislation regarding immigration and naturalization?"

There has always been the controversy over states laws and federal law. Whose laws stand over the other?

A rule of thumb I always understood was that the Feds can only intervene when a state's laws step on the rights of its citizens. When that happens the Fed can come in.

Trump is right on all counts. The government did not form the states, the states formed the government, to do exactly what Trump is doing in regards to California, who have violated Federal law and its citizens.
