Clinton made the second "is" in his question a noun by his body language. He also lost his BAR license for five years, because of this.

Clinton stated a noun (the second "is" in his question), which was/is forbidden in color of law courts. Status quo fiction courts have no jurisdiction over fact a.k.a. nouns.
