Valerie Plame's OPS around the world are a partial fabrication.
With CACI passing the list to foreign, and getting reciprocal
lists in return directly from Foreign Background Investigation AGENCIES or through PLACED AGENTS, you don't need these OPS.

It is being hidden from the general population that no country is allowed to operate their Intelligence service independently. Stooges are in power at the highest level. The former colonial powers would set it up that way and perpetuate the arrangement. These countries are FRANCHISES.
