It's always a good idea to keep a few terrorists handy, in case you need them in a hurry, to stage an attack.

Perhaps the main reason for the timing of this event is the sudden surge in popularity in the opinion polls of Jeremy Corbyn's Labour Party. Theresa May, who was brought in to replace David Cameron (no election necessary), after he spectacularly miscalculated the outcome of the Brexit referendum, must have thought, when she called this General Election, that her chances of winning it were very good. Perhaps she is now revising that assessment, and is looking for a way to justify ducking out of the election which she herself called.
