The government steps in to address the problem of citizens (and illegal aliens) becoming wards of the state. People just have kids but have no support system in place or responsibility toward taking care of a child, who, in turn, eventually becomes an adult having more kids

If no one takes care of sick people, there would be an enormous outcry about the government ignoring the needs of the people.

Yes its involuntary, just as our (the taxpayers) supporting people who are sick and without means of helping themselves. Extend this to people who just don't (or can't; disabled) want to work for a living and you can see the cost.
