California seceding will work fine if the US government defines the borders, because subsequently these borders will have to be defended against drug smuggling and illegal entry.

What would work out well here might be a strip of land along the southern border, that would prevent extra wall expense. This could even be an area such as the Gadsden Purchase. Or the US could purchase a portion of Mexico, such as the area between Mexicali and El Chino, just south of California. The purchase would mean Mexico would not have to pay for the wall. Another idea is to use islands, like the island on which Alcatraz is located.

New California would be a Demilitarized Zone so the New Californians would not need to support an Army. And it seems since the occupants prefer lawless behavior, they would need to hire no police, or teachers for that matter. All drugs would be legal. Think of the opportunity here for New Californians to prove how thoroughly Utopia works!
