It doesn't matter what people say about how good the law is. if the whistle-blower always gets their thumb smashed flat and it festers, rots and finally cut off by the sledgehammer of LAW. After you club the baby seal enough it ain't going to survive. You killed it. Soon nobody wants to be a seal, and so it's no wonder TREASON ruled the land.

I will toss in one other possibility an that is when the old country gets a new nucleus who takes the oath seriously then it can't be tolerated anywhere where the oath is broken anywhere in the country by the old praetorian guard.
