Latest Sorcha discusses California wanting to be independent. I recommend an independent Golden Bear "Republic". However, it can't be close to the US since they are so broke they will be leasing out space for nuclear weapons platforms and leasing out drug-running tunnels. Instead I recommend providing this movement with one or more of the distant, US-owned but unpopulated islands, such as:

I think if these people are going to walk away from their debt it is more than fair to offer them tents, hatchets, whiskey, and one way tickets. Also they should take anyone with them who is in their prisons, or has ever been pardoned the last 20 years or so, and all of the illegal aliens who don't want repatriation.
It can be decided what to do after that after seeing how many, if any, are left over.
