Seems to be somewhat of a misunderstanding of maritime law (mari - the sea and time/timeos - fear of) under which all make-believe vessels at sea - the essence of all incorporated bodies. The Constitution which has been presented to Americans since the Vatican owned District of Columbia city/State in 1871, is really the Articles of Incorporation/ship's orders called the Constitution OF the UnITED STATES (a bankrupt debtor).

Now, back to maritime law regarding vessels at high seas, - the primary rule of the vessel is that the captain may deviate from any rules when he DEEMS it necessary for the good of the vessel. As a former airline captain, that rulee was presented in our airline 'part one' rule book in the operation of the airline's aircraft/air vessels.

So, you see, the President, and designated officers of the make-believe vessel, the UNITED STATES perform within the maritime law under which they operate/govern.

If you dislike that setup, then do what is necessary to void the Vatican claim on America, and set up the Committee of the States (Articles 5 and 10 of the US Articles of confederation)
and have a committee/congress of the people of America be supreme over the corporate republic system. Let's hope that is well under way as has been reported over the Internet.
