I'm retired from the Department of Corrections and I've had a lot of experience putting on and taking off handcuffs so after studying this short video for some time I'd have to say its inconclusive. But a few comments on this:

Hillary did have her hands in a position behind her back as she was waiting for the van that would indicate she was handcuffed. This is not a position that lends itself to trying to gain extra support if you were experiencing the problems claimed for her.

At the 16 second mark you can see a thin circular object that appears to be metallic around one wrist. But, there could be another possibility and that would be that we are seeing a bracelet that she was wearing become more visible as the sleeve on her jacket/blouse is forced up on her arm by the SS agent or whoever that is grabbing her arm.

There is a very brief moment just as she is being placed in the van where it appears that something that looks like a handcuff dangles down from the other arm. The problem I have with all of this is that having used handcuffs so many times I can tell you that they are not that easy to release that quickly and without any notice of what you are doing. In fact, if that is what happened I take my hats off to the agent that did it because I have never seen this accomplished in that short of a time with a moving subject while keeping the action so secretive.
